Max Connections Setting?

I have 3Mbps cable, but am only running at 350kbps. My
ISP support said it is the result of a "max connection"
setting that Microsoft Service Pack 2 sets to a default
of 10. They said I need to set that to 50. Anyone know
anything about that?

Remove the limit on TCP connection attempts
