Maximize Folders

When I right mouse click on Windows Explorer, I click on Properties. At that
time I select the Shortcut Tab and under Run select Maximized. I click Apply
and than click OK. When I double-click the same shortcut, the window opens
in Normal, not Maximized.

I have tried this several times to no avail. Is there someplace else that I
need to go to get the folders to open in Maximize Mode?
