maximize/restoring screens

Using Vista, I have an erratic problem on maximizing and reestoring.
Sporatically, when I try to scroll down a document by tapping in the scroll
box, the screen either goes to restore or maximize. Often when I try to close
a document uisng the X, it maximizes or restores rather than closes. Most
recently, as I tried to activate a drop down box, it went to restore. After 3
attempts, it finally activated the drop down box. Anybody know why this is
happening and how to fix it?
