MDSA and windows installer

Another problem with windows installer i can download MDSA but i get a
message telling me that the installer does not have the required access
permissions while trying to find out why this was the case i followed links
and came to the conclusion that the installer was corrupted and/or otherwise
no bloody good - any help fron all you wise and educated xp devotees would be
very much appreciated. (grovel,and beg)
