Media Center Live TV Constant Stutter (picture and sound)

I've been working hard trying to get Media Center's Live TV to work, Vista
OS works great, I just continue to get stutter when trying to view Live TV
(Picture and Sound).
My specs are posted below.
If anyone has any input or possible resolutions please post it

ATI 9600 Pro Series 128 Mb
Envision 17" Monitor connect on VGA
40 inch Zenith on Component Output
ATI e-HomeWonder
ATI 7500 card (Deactivated in Vista)
