Media Center was unable to detect a live tv signal

Due to a hard drive failure I had to reinstall MCE 2005. I have two Hauppauge
WinTV-HVR-1300 Annalogue/DVB-T tuner cards. MCE recognises both but every
time I scan for services it doesn't find any. The message comes up saying
"Media Center was unable to detect a live tv signal. Please make sure a TV
signal is connected or try connecting the TV signal to another tuner on the
computer and then scan for the services again." The TV package which comes
with the cards, "WinTV 7" manages to find all 70 odd services. I'm totally at
a loss as to what to do. I've tried adding a USB AverMedia TV card and that
gives me the same error message as well. Please help as this is driving me
crazy. Many Thanks.

Is is possible that you failed to install an MCE compatible DVD Decoder
software product such as the $19 XP Pure Video $19 decoder from Nvidia when
you reinstalled MCE 2005?

I installed Cyberlink PowerDVD 9.0, but still no luck.

Yes you need one.
You can use the following utility to see if you have a compatible decoder
set as your preferred decoder.

Download and run this utility to check (and set) the decoder in MCE.

I've installed cyberlink dvd 8, the media center diagnostic tool tells me
everything has passed except the storage size cluster size which should be
4096 bytes, but is actually 512 bytes. All video and audio decoders pass the
test and the video decoder checkup utility shows that cyberlink is setup as
the preferred decoder and is MCE compatible. Many Thanks.
