Media Center Update Rollup 2 keeps cancelling because of EULA

But I am never presented with a EULA to agree to. I select the Rollup to
install, then click install. I immediately get the dialogue box that tells me
the update has failed. I look at the bottom of the Update page, and it tells
me I failed to agree to EULA, and to watch for it the next time, but it never
shows up.
