Menu bar in My Computer

How do I get the Menu bar in My Computer? It sure don't show and there is
no right-click popup menu, either! I'm really frustrated with this thing!

Organize>Layout>Menu Bar

Click Organize on the Command Bar > Layout > Menu Bar.
