Menu items missing when open xls within IE6

If I open an xls worksheet within Internet Explorer 6. (File Download, Open)
the spreadsheet opens fine and the usual IE Menus of File, Edit, View,
Favorites, Tools and Help change to File, Edit, View, Insert, Format, Tools,
Data, Go To, Favorites, Help
However on some machines, the Edit, View, Insert, Format, Tools and Data
menus do not work (i.e. click on them and their menu items do not appear)

Does anyone have any ideas?

Why would you want to open an Excel spreadsheet in IE when you (presumably)
have Excel on the computer?

Are these machines maybe loading the spreadsheet into an Excel viewer rather
than the full Excel product? The viewer has no editing capabilities, so it
would follow that these menus would be unavailable.
