Vista came with two main partitions of equal 70GB storage on my laptop. I
would like to merge all or some of the storage from the second partition with
the first but i can't see how to do it. Any advice appreciated.

You can not merge the partitions with what comes with Vista. If the 2nd
partition is empty you can delete the 2nd partition and then expand the 1st
partition to use the freed up space.

I cannot "extend" my C partition which is my Vista operating system
partition. I have free space next to it and I can extend other partitions on
the drive, but extend is not an option when I right click on the C partition.

You can only extend to the right. If you wish to extend to the left you will
need a third party utility, such as Acronis Disk Director Suite.
