"Message Creation Faied; mail box is full."

I am unable to delete a message in my inbox, my inbox is empty even tho thr
error message says it's full. I've emptied the delete box and other files I
have in my outlook express. The message is 7592KB. Any help would be
appreciated.

The message is coming from your email provider, not Windows - probably your
ISP. Either go into your email account via webmail or call your ISP for
help in clearing the mail.
