Message Queing Server Setup Failure

When I try to install Updates provided by windows update Agent I get the
following error:

Message Queing Server Setup Failure
You do not have permissions to fully access the Service Control Manager.
Please quit Setup now, and log on under a user account with those
permissions, or contact your network administrator.
----
The same error message occurs, when I click onto add or remove programs -->
Add/Remove windows components.

In the Event log there are no issues.. I just can see in the System log the
following message provided by Windows Update Agent:
Event Type: Information
Event Source: Windows Update Agent
Event Category: Installation
Event ID: 17
Date: 2/21/2007
Time: 8:52:43 PM
User: N/A
Computer: DOR-MAIL-01
Description:
Installation Ready: The following updates are downloaded and ready for
installation. To install the updates, an administrator should log on to this
computer and Windows will prompt with further instructions:
- Security Update for Windows Server 2003 (KB920683)
- Security Update for Windows Media Player 6.4 (KB925398)
- Security Update for Windows Server 2003 (KB920670)
- Security Update for Windows Server 2003 (KB918118)
- Cumulative Security Update for Outlook Express for Windows Server 2003
(KB923694)
- Update for Windows Server 2003 (KB931836)
- Update for Windows Server 2003 (KB922582)

I get the same error through remote desktop as locally on the console. I
also tried already to log on in safe mode. Same issue.

If I got through Microsofts KB entry
