I messed up.

I had Windows XP Home Edition, sevice pack 1 and was trying to download
Internet Explorer 7 and somehow downloaded Internet Explorer 6 and have lost
my XP, can anyone help. System restore will not allow me to restore no matter
how far I go back.

I am confused by several points, first XP Service Pack 2 is a system
requirement for installing Internet Explorer 7 and it will not install in
SP1. Next is that you have to have an operating system running to utilize
system restore so can you clarify what you were presented with that is
indicative of losing your XP.
