Greetings,
In a lot of cases, simply uninstalling Windows Live Messenger from (Add or Remove) Programs
in the Control Panel and then reinstalling it will correct this.
If not, come back and there are some slightly more in depth ways to fix this. What's
happening is the Windows Installer has detected a change to the configuration when Messenger
was installed and attempts to "heal" itself by reinstalling itself. Obviously this is
failing and it's just going in circles (which isn't that rare of a situation sadly).
