Messenger 8.5... Vista... 'Call a Phone' Feature

I have some prepaid minutes with the telephone feature of Live Messenger.
On my XP computer, I'm able to use this feature. On my Vista computer, I
get an error when I try: There is a problem accessing this feature, please
try reinstalling Live Messenger to fix this error

I believe that this issue is Vista related, as it's not worked with any
version of Messenger on my Vista system. Is there a setting or something I
can change to get this to work?
