I've checked the box "Show me as Away when I'm inactive for 5 minutes" - but
Windows Live shows me as "online" no matter how long I'm inactive.

I've disabled Windows Messenger, so I'm not signed into that. Any ideas??

Greetings,

Usually this is a result of some other application interfering or your screen saver.
Unfortunately there's no real way to figure out which application it is, so you'll have to do
some process of elimination (set it to 1, and start shutting down some apps to try and
isolate it).
