My Norton Anti-Virus program continually notifies me that a "Microsoft
Services & Controller Application" is trying to access my computer. The path
is C:
\winnt\system32\services.exe. What is this and how do I get rid of it. It is
worse than a pop-up ad. It pops up ever 30 seconds wanting to know if I
want to permit its access or deny.

Cevan,

Unless a malware has propagated a phantom Service then NAV is giving you
a False Positive. Services.exe manages the operation of starting and
stopping services. This process also deals with the automatic starting
of services during the comptuers boot-up and the stopping of services
during shut-down.
NOTE: services.exe is also a process which is registered as the
W32.Randex.R (stored in %systemroot%\system32\ directory) and Sober.P
(stored in %systemroot%\Connection Wizard\Status\ directory) Trojan.

Have you kept NAV updated and done a scan of the system in Safe Mode ?
Suggest you also utilize a 3rd party AV tool to scan the system. Either
download and scan with Sysclean from within Safe Mode:
