Microsoft Background Intelligent Transfer Service is missing from services

I have already tried, several patches inclouding microsoft's or softpedia's
FixWindowsUpdate as well,
but nothing seems to be able to correct that.
Does anybody here know any tip to bing it back? I am working with Vista 64
Ultimate
