Microsoft connect windows 8.1

I am part of microsoft connect and have been a beta tester for windows live
messeneger from the very beggining so how come i can not sign up for this i
cannot even see where to sign up, can someone shine some light on the problem
thanks

There was this small timeframe when it was possible to select it from
"Available Connections" and submit an application.

Butterflies and Interop Managed testers all received an automated invitation
that allowed them access to WLM 8.1.

Here are the current statistics for the program, if you're interested:
2,972 registered users
283 total bugs
194 total suggestions
191 active bugs
86 resolved bugs
6 closed bugs
194 active suggestions
0 resolved suggestions
0 closed suggestions

A microsoftie told us that there are approximately 380 Butterflies. There
are probably over a thousand Interop testers; so the rest of them are people
who are newly invited via the application process.

How can someone be a Butterflies or Interop Managed tester?

believe me: you don’t' want to test this build out yet... better wait for a
newer build that is ready to be deployed to more testers...
