Microsoft do have mailing lists you can subscribe to if you want this
information (I imagine this is mostly used by computing professionals) but if
you have not subscribed to such a mailing list the emails you mention are almost
certainly fraudulent.
If there is an attached exectuable the email is definitely fraudulent. Also,
Microsoft announcements don't usually provide direct links to download updates;
although I'm not absolutely certain this is a firm policy it would probably
indicate a fraudulent message.
If in doubt, type
www.microsoft.com into your web browser and search their web
site for the update the email is advising you about.
