Absolutely the most annoying glitch. It happens in XP or Vista. Try this--
1.Click the Start button, click All Programs, click Accessories, click
Ease of Access, and then click Ease of Access Center.
2. Under Explore all settings, click Use the computer without a display.
3. Under Hear text read aloud, clear the two check boxes for Turn on
Narrator and Turn on Audio Description.
4. Click Save.
5. Restart the computer.
I think Restart is the step you are skipping.
