Microsoft .NET Framework 1.1 Service Pack 1 will not update

Everytime (Microsoft .NET Framework 1.1 Service Pack 1) tries to install it
says that it has failed. I have done all the suggested items with no luck.
What do I do to fix this. My OS is XP . HELP PLEASE!!!!!!!
