Microsoft .Net framework 1.1 sp 1

Every time I try to Download it with auto up dates it pulls a 0x663 code
after it fails.
Every time I try to Download it by visiting the MS DL site it says it cannot
open it, or make sure its a valid Microsoft porduct and i should contact the
vendor about it. Any ideas on how I can fix this?

When you try to install an update for the .NET Framework 1.0, 1.1, or 2.0, you may receive
Windows Update error code "0x643" or Windows Installer error code "1603"
