I am running XP Media center addition.
How do I know if it is the X86 or the X64 ?

Visit the Microsoft Update web site and download the
recommended optional updates.

The same .NET Framework versions that were installed before you removed
everything using Aaron Stebner's .NET Framework cleanup tool
(http://astebner.sts.winisp.net/Tools...eanup_tool.zip).

Basically, you should have been doing all steps in the Resolution section of
http://support.microsoft.com/kb/923100 (ignore the title), substituting the
..NET Framework Cleanp tool for the Windows Installer Cleanup tool in Step
#5.

After reinstalling the .NET Framework versions that were originally
installed, check in at Windows Update to see if any Service Packs, Updates,
or new .NET Framework versions are offered.

as for your 2nd question -
To find out if you have a 32 bit system (x86) -
Click Start, Select Run, now type in: msinfo32
