No CD is available that I know of.

You may not need to install this update
First check which versions are installed on your PC
and post back.

How to determine which versions of the .NET Framework are
installed and whether service packs have been applied:

Assuming WinXP SP3 and KB951847 is listed as an Optional update at
http://windowsupdate.microsoft.com after running a CUSTOM scan, feel free to
"hide" it.

You may not need it (see JS's and PA Bear's replies). If you want to download
it just so you won't see it anymore or see the equally annoying "You have hidden
important updates" message, you can download it in pieces. Just go through the
install routine as usual but click "Cancel" after an hour or so. What has been
downloaded will be saved and it will restart from that point when you do the
install routine again on another day. After a few days the final download will
complete and install.
