Start Word '07 and a blank document with nothing else open. Click Home on
Ribbon bar. Click the drop down arrow on the bottom right edge of the
Paragraph bar. In the window that opens you should have the default that
Microsoft seems to think everyone should use in Spacing which is 10 pt after
and Multiple line spacing. Change to 0 pt after and Single line spacing and
then click Default at the bottom then answer Yes to the change default item.

Close Word and then open it. Any new document should have the 0 point
spacing after the paragraph and all should be single spaced.

It will not change any already created documents.

Let us know if this helps your situation.

Should have also stated that this is what the Normal style is by default.
If you select the No spacing right next to the Normal style on the ribbon
(Home) then you also would not have a spacing issue.
