Did it ever work for you in Vista? What version of Outlook? If this is a
relatively recent issue, you might try using System Restore to take you back
to a time prior to when this began. While System Restore is meant to only
restore settings and the registry, be sure your data is well backed up.

Some version of Office have a repair function. This is usually performed by
opening Performance and management in Control Panel, clicking Microsoft
Office in the list which should offer you several options, one of which
being repair. Alternatively, you could use this function to remove a
specific component, in this case, Outlook and then reinstall.

Beyond that, you can try this question on one of the Office or Outlook
related newsgroups.

Which version of Outlook. Vista has nothing to do with Outlook. Outlook is part of Office . For a better and more accurate answer for your issue post to one of the microsoft.public.outlook newsgroups

In Outlook, under Help, try "Detect and Repair".
Office XP Outlook has probs with lost passwords when installed on Vista

There is a serious problem in the program Microsoft office outlook and Vista
there is no point in doing a restore, repair uninstall and reinstall all
these do not work. Despite many hours now uninstalling everything else which
may be causing problems the message still persists and no doubt many more
will find this problem in the next few days. There is nothing so far which
even gives a sensible clue as to why so we must await what Microsoft comes up
with if anything at all. Meanwhile you can sometimes stop outlook going into
this "stopped working stated " by quickly going into file export and generate
a pst file if you are quick enough to get to the menu before it gives up on
you. It is really frustrating and it is about the worst problem I have ever
encountered as it is obviously not simple to fix for the user, I just hope
Microsoft can come up with a fix as soon as possible their credibility over
vista is running very thin now,

You might get a better response posting this in an Outlook newsgroup
such as:
microsoft.public.outlook

You also need to give a little more information, what version of
Outlook are you running?

Note: Vista supports ONLY Office 2007 and Office 2003, any problems
with earlier versions may have workarounds but there will be no fixes.

Do you have iTunes 7.3 installed on your Vista machine ? If so, it adds
a new service to accommodate the iPhone and can cause Outlook 2007
problems. I've had to disable the service on several machines to keep
Outlook up and running.

Interesting answer considering you don't even know what version of
Outlook he's running.

Even more interesting considering, again, you don't know what version
of Outlook the OP is running.

Microsoft clearly states Vista supports ONLY Office 2003 and Office
2007, anything relating to earlier versions will NOT be fixed.

I have the same above problem described by Chris Wolf in Redmond Developer
News (June 2007) with my Dell xps M1210 that I just purchased Feb.27, 07,
with Genuine Windows Vista Home Premium, with MSFT office small business
2007-includes Publisher + Outlook 2007.
But recent months, I have encountered all the symptoms that Chris Wolf
described in his article. Two days ago, my Outlook refused to open with the
following message:
" Cannot start Msft office outlook. cannot open the outlook window. the set
of folders cannot be opened.
C:\users\danwu99\AppData\local\microsoft\outlook.p st". Quit outlook and all
mail-embedded application and then use the Inbox repair tool (Scanpst.exe)
to diagnose and repair errors in the file. For more information about the
Inbox Reapir Tool, see Help.
I was very glad to find Chris' article on how to use Scanpst.exe to repair
my Outlook, however, my problem is:
1. using Windows Explorer I cannot find Scanpst.exe in my Laptop;
2. going to my Outlook program, I cannot find inbox repair tool;
3. I load my MSFT Office Small Business 2007 CD, I cannot find Scanpst.exe
with W Explorer or even when I opened up all the folders in the CD, I cannot
find Scanpst.exe.
4. Can you give me some direction where I can find this file or where I can
download Scanpst.exe that will work with Window Vista Home Premium/Outlook
2007.
THE BIG QUESTION WHERE IS THIS SCANPST.EXE THAT CHRIS PROPOSES TO USE FOR
THE REAPIR AND FROM THE POSTINGS HERE, EVEN IF I FIND THIS SCANPST.EXE, IT
MIGHT NOT WORK AT ALL. MSFT MUST NOW PROVIDES US WITH AN IMMEDIATE SOLUTION,
THIS IS REALLY GETTING TO BE RIDICULOUS FOR SOMEONE THAT TRUST MSFT, SPENT
MORE THAN $2600 FOR A TOP OF THE LINE HARDWARE/SOFTWARE PACKAGE AND NOW IT IS
A TOTAL MESS.
MSFT your timely respond will be much needed.

This isn't Microsoft, this is a peer to peer newsgroup, if you want
help from Microsoft you should avail yourself of Microsoft's help by
contacting them.

Also please see my response to the OP below, this is a problem with
Outlook and the people who know all about Outlook hang out in the
Outlook newsgroups, you're much more likely to get help if you post in
the proper newsgroup.
