Microsoft Outlook Junk Mail Blocked after system restore

I recently had to restore my system back to factory settings. After which I re-installed Microsfot Office 2003, including Outlook. My junk mail box now has red x on it, and no e-mails appear there. I know I am missing e-mails. Can anyone help?
