I did the following:
Run Windows update
Installed Windows Genuine Advantage
Installed Update (KB936929)
Installed Windows XP SP3
Installed Microsoft Update
Started Microsoft Update and stop it after deciding it was too slow
Installed Office Geniune Advantage
Installed Office Update Installation Engine
Installed Office 2003 SP3
Installed Outlook Junk mail filter
Went back to Microsoft Update and can't install any updates.

Can I not use Office Update and then try to use Microsoft Update?

Try Method 1 here: http://support.microsoft.com/kb/943144

Registering wups2.dll from a Commmand Prompt *should* resolve the
installation failures. If not, try Method 2 but follow the steps laid
out here as it links to the latest Version of the WUA:

Since I solved the problem before seeing your post, I did not follow your
steps. What I did do is run Office Update to install Office Updates, Then
Install Internet Explorer 7. Then I did go to
http://download.windowsupdate.com/v7...gent30-x86.exe to c: Then C:\WindowsUpdateAgent30-x86.exe /wuforce

My problem didn’t seem to match the symptoms in your references. However the
Method 2 fix did match my solution.

I have to get another computer to prove my assumption that running Office
Update kills the Microsoft Update.

I'm curious to see if you can prove that point. My system updates Office
products from the Office Update page but, it's not opted into MU, it
just uses WU.
There's a VPC install of XP Home somewhere around here that is opted
into MU but contains no Office products, so I can't use that to test
your theory.
