Start with " Step 6: Remove the proxy server entry from the WinHTTP

Norton most likely has created a proxy to scan the incoming email.
According to Symantec :

So, recommend disabling the email scanner as it presents more issues
then it's worth. Also, configure NAV to NOT scan the files mentioned in
