Microsoft Update Problems - Endless loop when trying to download

When I to to Microsoft Update and the screen giving the choice between
"Express" and "Custom" appear, regardless of which choice I make, the next
screen shows the green progress bar and then goes to a screen with the
following:


*************
"Files required to use Microsoft Update are no longer registered or
installed on your computer. To continue:

Register or reinstall the files for me now (Recommended)
Let me read about more steps that might be required to solve the problem"
****************

When I click the "register or reinstall" option it shows a screen with the
percentage of files that are being downloaded and when the "registered"
amount gets to 100% I am taken back to the screen with the "Express" and
"Custom" options.

Regardless of which I select the entire process starts over again.

What is wrong?

Some have reported that simply re-registering the MSXML3.DLL seems to fix the
problem.
1. Click Start.
2. Choose Run.
3. In the Run box, type: regsvr32 MSXML3.DLL
Press okay

If that hasn't helped you may need to re-registered some more files:

1. Click Start.
2. Choose Run.
3. In the Run box, type (pressing okay after each one) :-

net stop wuauserv

Repeat for the following:
regsvr32 wuapi.dll
regsvr32 wups.dll
regsvr32 wuaueng.dll
regsvr32 wuaueng1.dll
regsvr32 wucltui.dll
regsvr32 wuweb.dll
regsvr32 MSXML3.dll
regsvr32 qmgr.dll
regsvr32 qmgrprxy.dll
regsvr32 jscript.dll

net start wuauserv
