The office 2003 hotfixes that Microsoft Update incorrectly thinks that I need
to install are the 9 currently required hotfixes for Office 2003 released
after Office 2003 Service Pack 2.

Specifically:

KB920103
KB920907
KB921566
KB918419
KB916518
KB917334
KB914455
KB913807
KB907417

Each of these hotfixes were properly integrated into a Office 2003
administrative install point with Service Pack 2 already integrated
previously. They were integrated by extracting the hotfix executable,
modifying the ohotfix.ini to administrative install mode (IsNormalUpdate=0)
and then run the ohotfix.exe and point it to the PRO11.MSI. I do this for
each of the 9 Office 2003 post-sp2 hotfixes. I then install Office 2003 on a
test PC using this administrative install point to see if Microsoft Update
properly detects that these 9 hotfixes are already installed. Microsoft
Update fails in this regard.

If I go to Office Update on Microsoft’s website, the update tool there
properly detects all the integrated hotfixes and states everything is up to
date with no downloads required.

Have you tried asking the experts in the Office Update newsgroup?

Thanks for posting this. MS Update erroneously offered an Office 2003
update for my system and Office 2003 is NOT installed.
Word and Excel Viewer 2003 are.
Out of curiosity I allowed the attempted update and as expected, it
failed. As *NOT* expected, the SECURITY updates for the Viewers failed.
MS Update leaves a great deal to be desired ....

Why should I? I clearly stated the problem is with Microsoft Update. Office
Update is the one that actually works properly and detects the hotfixes
already integrated.
