It's a 'server side' issue. The redirect is inconsistent.
With Internet Explorer CLOSED, open Internet Options in the Control Panel.
Delete the Temporary Internet Files [ check the box for Offline Content,
too ], clear the Cookies, and History.
Then click the Windows Update link on the Start Menu or open IE and
click Tools, Windows Update.
If at first it does not take the system to WU, then close IE and go
through the routine once more.
Be persistent and the system will connect eventually.

STRONGLY suggest that you use the Windows Update Catalog to download ALL
available updates for Win 98se and then burn them to a CD so that they
will be on hand when needed. They will not be available from MS forever.

Go to this diagnostic site

http://www.fiddlertool.com/useragent.aspx

and scroll to

"Your browser sent the following headers:"

specifically beside the "User-Agent:" label
to find out what the User-Agent which you are transmitting is.

Do you have a firewall installed? Perhaps it is corrupting the User-Agent
string and making it different from

javascript:navigator.userAgent

Copy and paste that in your Address bar to compare it with what was received
from the diagnostic site.

A continual problem I have with Win9x is that there doesn't seem
to be any way of doing a packet trace on it. Also I don't know if there is
a utility such as FiddlerTool which is available for it. Otherwise, assuming
your User-Agent is normal, the only diagnostic you will have is the View Source
of the error message which will probably be too late to figure out why you are
getting it.

Hmm... actually, now I see that there is a script which gets called
which could be where the problem is: redirect.js
That file would be cached in the TIF if you are getting that far
and you could drag it to a Notepad window to browse it.
It's too complicated for me to understand without seeing the flow
via a script debugger. (YMMV? <w>) Does Win9x at least support
a script debugger? Perhaps you could try stepping through that
script to see where it's going wrong.

WU NG really isn't the best forum for this diagnosis.
Cross-posting to Win98 Networking for convenience.

Finally, you should be considering whether you *need*
to use your Win98 system to do this download.
E.g. if you have access to another OS perhaps it could do
the downloads for the Win98 system and then transfer
those files to it.

Good luck

Don't worry about it. The User-Agent being received by the diagnostic site
answers all the other questions.

Assuming you still *must* use your Win98 OS to do the downloads
hopefully someone who has your OS and is technically capable
will be able to tell us why the redirect.js script seems to be
misinterpreting your User-Agent string.

It's also possible I suppose that you are getting through that script
and something else is going wrong somewhere else.
One way to test that idea without the aid of a script debugger
or HTTP packet trace would be to use a technique that I call
maximal prompting:

<paste>
E.g. doubleclick on the Internet security zone icon in the Status bar
then click Custom Level, then Reset... and set every promptable
setting which is currently enabled to Prompt. (Tip: press P
and note if there is an Enable already selected in the same group;
if so, press Space; repeat until the end of the list.)
The ones that we care about are usually dynamic,
e.g. they do not require a restart of IE but doing that
would ensure that all your changes would be in effect.
</paste>

So then you can refine your symptom description in terms of the prompts
you get and the intermediate browser states that they expose.
E.g. you can be more aware then of changes which happen
in the IE Status bar, Title bar, Address bar and display area.

Good luck

Robert

The issue your discussing is known and is/has been discussed several times
over on news:microsoft.public.win98.gen_discussion .. Apparently, recent
coding changes on Microsoft's servers has effected users of Windows 98
Update site. Various attempted workarounds have been tried.
As far as I can tell, no one has found a completely successful work around
to the issue, though repeated contacts and shutdowns may allow one to
eventually get through.
It appears that it shows up after installing IE 6.
