You mention for us the WindowsUpdate key is missing and then tell us to
check out the key\Auto....
Do you have any part of the
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate
key?
The AutoUpdate sub-key will be re-created when you update.
Have you tried to uninstall Windows Installer 3.1 from Add/Remove? Even a
partial entry will cause a problem.
You can then download the package directly from Microsoft. Just search in
Google for Windows INstall 3.1 download package. Download it and then
install.
Did you reinstall (after format), use the Dell Restore option, or use the
Windows XP Repair feature?
The Windows Repair feature has MAJOR problems. I know, I just went thru it.
It doesn't re-register DLLs, replaces files, removes other files, ...
basically does not put back everything in working order.
