Migrate 2003 Server to a Fresh Install

I have a Windows 2003 server running the FTP Publishing Service with several
hundred local accounts and a large, nested filesystem with a lot of
customized NTFS permissions. The server has been acting up since upgrading
to SP2, and I am considering migrating it to a fresh installation of the same
OS, though on different hardware (or potentially into a VM under Hyper-V).

Here is my dilemma. I need to maintain all the user accounts (with their
passwords) and the filesystems with permissions. It would be nice to keep
all the FTP stuff, but that can be recreated if necessary.

The data directory for FTP is on a different drive than the operating
system, so if I am able to have the new machine take over the SID of the old
one, and also integrate all of the user accounts into the new instance, then
I am hoping a ghost of that data drive will suffice.

This machine is part of Active Directory but not a domain controller. Any
assistance that can be provided would be greatly appreciated. Thanks.
