Kaspersky is much better than Norton. Norton when you remove it via
Programs and Features does not do a clean uninstall. Download all
installers to your machine locally and then unplug your network cable or
turn off your internet connection.
Uninstall Kaspersky first. Reboot as prompted. Then run this tool to
make sure all of Norton is off of your machine and that there is nothing
left to interfere with Kaspersky.

Reboot and then install Kaspersky again. Once you have Kaspersky
installed and stable, make sure you have at least the windows firewall
enabled, then reconnect to the internet and run virus definition
updates. See if this fixes your issue.
