Minimize Quick Launch Toolbar

When I try to grab it with my mouse and drag it down so that it's not
visible the up and down arrows cursor appears but I can't drag it down. The
only way to get it out of the way is to right click and choose properties
and check "auto-hide". Then I need to do uncheck "auto-hide" to once again
make it visible. This happens whether or not I have locked the toolbar.

How do I enable doing this with my mouse?

You can't. The up/down grab line is to increase the size of the taskbar, to
double or triple, increasing the number of open apps you can see. You cannot
'hide' it manually. With Auto-Hide on, you should be able to bring the
taskbar back up as needed by placing the mouse cursor at the bottom edge of
the screen.

It doesn't work to increase the size either.

I can use the up/down grab line on my XP machine to increase or decrease the
size.

Is not being able to do it on Vista another "improvement"?

Oh, ok, I see what you mean now. I don't know, my Vista Basic will not
resize to below the bottom of the screen. Are you using the Aero theme? Did
you install any themes or theme programs? Have you scanned for Virus/malware
infection?
