Hi Jim,
It all depends on the installation routine for the program as to whether it
will install for All Users or just the current user. Some programs will
give you the choice during install to specify "All Users of this computer"
or "Just Me". Others install automatically for everyone, and some just for
the current user.
Unwanted icons can be removed from All Users desktop - this will get the UAC
prompt, as All Users is system-wide.
