Missing agent can not update

"Welcome To Microsoft Update" window appears. I can select either Express or
Custom. When I pick either an "Information Window" comes up. Here it states"
Files required to use Microsoft Update are no longer registered or installed
on computer".
Underneath is two options 1) Register or reinstall the files for me now(
Recommended) or 2) Let me read about more steps that might be required to
solve the problem. Selecting the first option downloads and installs 100%.
The" Welcome To Microsoft Update" window reappears where I again have the
option of selecting either Express or Custom updates. Selecting either one
again brings me to the "Information Window" where we repeat the exercise all
over again in a continuously revolving circle. I'd like to mention that at no
time is there any reference to an error message. All nine DLLs are present.
Temporarily uninstalling firewalls pop up blockers and browser acceleration
software doesn't help. Any comments would be appreciated. Thanks
