Greetings,
When you start Messenger and connect, it connects to a web service to download the
configuration data in your account, including your tabs, what games are available in your
locale, mobile information, etc.
If Messenger can't connect to the web service, these options won't be available and will
appear to be blank. Simply sign out and sign in to try to reconnect to the web service
normally.
However, if you're unable to connect to it consistently, it's more than likely a software
firewall (like ZoneAlarm) which is blocking it.
