Missing Command bar in IE7 64 bit

My Internet Explorer 7.0 64 bit browser is missing the Command bar (the one
with the stars). The 32 bit version is fine. I'm running Vista Ultimate.
Anyone know how to fix this?

Bob, you can still access the command by right-clicking on "Tools" on the
righthand upper side, "mail, home, rss, printer, page, TOOLS"
