Giovanni,
You might check in the "Run" and "RunOnce" in Method Three in this
tutorial to see if you have a entry responsible for the installer
restarting. It would not hurt to look through Windows Defender and
MSCONFIG either.

If you can post a link to the possible solution with gpedit.msc, then I
can find the registry equivalent faster for you.
