missing information file after recovery and errors in kernal32dll

my computer crashed and i did the recovery disc. I did not format and
recover. now i have a missing information file and no disc to install. also
i get an error message that internet explorer or paltalk or other programs
have caused an error in kernal32dll. how do i restore the missing file and
fix the kernal32dll error problem. I use the windows me operating system and
have 64 mb ram.

kernal32.dll is NOT a Windows file, it's a virus.
