Is missing.mum file the cause of error 80070490

OS Vista ultimate SP1, IE7
Windows update stopped a few weeks ago and comes up with Code 80070490.
There are no updates that failed, windows update states that it can no
longer get any updates. In trying to solve the error I noticed that the list
in "Enable or Disable Windows Components" is also empty now.
I ran all sorts of scans for hijacking, but the system comes up good.
I did most of the suggestions in the threads.
I also ran the sytem update readiness tool.
It came up in the CBS log file with this mum file missing.

Checking packages.
(f) CBS MUM
Missing 0x00000002 servicing\packages\WUClient-SelfUpdate-Core-AdmComp~31bf3856ad364e35~x86~nl-NL~7.0.6000.381.mum

Is there someway to fix this, how does one replaces a .mum file? and were
can you get it?

I tried to install the windowsupdateagent30 and tried to installl it.
It came up that it could not install Error: 80070490
Any help is appreciated

Hello Engel,
Thank you for responding.
I followed your suggestion The sfc scan came back that all was 100%, no
repairs were needed. I also checked the log file the string "cannot repair
etc. "was empty.
So I will keep looking for another solution.

Hello MowGreen,
thanks for responding.
I followed the andreas klein solution but it did not work for me.
Something changed though. If i now run windows update it comes up with:
You have to install new windows update-software. Windows update will be
closed and restarted to install the update.
However if I continue it comes back with "it is not possible to search for
new updates" Error code 80070490 Windows Update encountered an unknown
error".
If I then click on "again" the install new windows update software comes up
again and so on and on.
The second option you suggested Is not possible for me. The upgrade option
from the Vista DVD is grayed and not available due to the version which is
before SP1 and I already installed SP1. I cannot remove SP1 since it is not
in the available updates to remove and not im my temp dir anymore.
I will be looking out for other solutions.

The .mum file is missing because the latest version of the Windows
Update Agent [WUA] failed to install properly. This issue can be caused
by corruption in the WinSxS subfolder or by malware.

0x80070002 and 80070490 indicates a file is missing, again, this is
caused by the installation issue with the WUA.
From Andreas' blog article, it appears that manually installing the WUA
requires another drive or partition -

So, if his supposition is correct, is there another drive or partition
that we can attempt to install it from ? This can even be a USB
thumbdrive or a USB external Hard Drive.

Obviously, Windows Update is failing to install it due to corruption in
WinSxS. The corruption issue can be caused by malware or, the installed
antivirus program scanning in use files [locked] that are located in
WinSxS.
IF this issue is being caused by the AV, then you can configure it to
not scan nor monitor these files in these locations.
[ This assumes that WINDOWS is installed to C:\. If your setup is
different, then change the drive letter to match it ]:

c:\windows\winsxs\*.manifest
c:\windows\winsxs\*.cat
c:\windows\winsxs\*.policy

When you tried to install the WUA, was it saved to the root drive and
did you try to install it from an Elevated Command Prompt ?

I'm wondering ... if we had a copy of the previous version of the WUA,
7.0.6000.381, we could try installing that and see if that resolves the
corruption issue and if doing so would then allow the system to install
v. 7.2.6001.788 . The question is ... where could we obtain it ?

Hello MowGreen,
I managed to find the previous version and retried the Klein method, but
even with /wuforde from another drive It states that the Windowsupdate is
already installed. Again with the latest version i get cannot install error
0x80070490.
I followed your suggestion to keep my AV from scanning the files you
mentioned.
But alas i keep on the lookout for other solutions.

That was a typo, correct ? /wuforce is the proper command, John.
Did you run the command from an Elevated Command Prompt [*right* click
Command]after stopping the Windows Update service [ netstop wuauserv ] ?

BITS [Background Intelligence Transfer service] may have started and
that's why you're receiving that message. Stop BITS using this command,
too, if that's the case ... netstop bits
So, the commands would be [change the drive letter to match where the
WUA is stored on your system]

netstop wuauserv
netstop bits
<drivepath>:\windowsupdateagent-x86.exe /wuforce
netstart bits
netstart wuauserv
exit

NOTE the *space* between e and /wuforce or the command will not override
the previous installation of the WUA
