I don't know this tool/icon but I'll try to describe it.

This icon is in the title bar located to the left of the Minimize buttonn.
This icon, when pressed, has little 9 squares. This tool can move the current
window size to a section on screen (when clicking on one of the 9 squares).
When clicked on the top left square, your current windows will move to the
top left of the screen. The middle square is Maximize. The tool is especially
helpful if you have two applications together, for example, you need IE and
Word at the same time, click the left middle square for IE makes IE on left
side of screen, when clicked on right middle square for Word makes Word on
right side of screen. This is helpful if you need to use the internet and
type an essay.

For some reason I think this has got disabled on my Vista and I would like to
enable this helpful tool (and know the name of this).

I think this tool only appears on laptops that has widescreen capability.

Can anyone help me here?

"I think this tool only appears on laptops that has widescreen capability."

I own 3 widescreen laptops from 3 different manufacturers. Never seen the
tool on the Title Bar that you're describing.
