Missing wuapi.dll.mui 800703EE

I can't do any updating because I get the error 0x800703EE or 800703EE
When I check my windowsupdate.log it shows there's a problem with
wuapi.dll.mui - and there is, it's size 0. I think I need a new file, I
tried installing the WU from download center but that install failed with the
same error. Can I somehow get a matching pair of wuapi.dll and wuapi.dll.mui
and whatever else I need without a reinstall?

I wouldn't assume that was the problem. What's the context?

Then your OS will be a factor and you could ask for help in a newsgroup
which specializes in it.

Installing the the update agent download should have done that.

Go ahead and download Dial-ª-Fix.

Click the Double green checkmark and click Go.
Reboot
Try the

and D/L your updates
