Mobile Device Center changes device id every sync .. breaks apps

Every time I sync my PDA with Mobile Device Center, it changes my Device ID
to something like "WINDOWSMOBILEXX" where XX is any number from 1-99. This
subsequently breaks all my registered apps that look at my Device ID to know
if they are registered properly.

I have tried editing the registry on Vista and the PDA, but to no avail. The
Mobile Device Center changes the Device ID at random each time it connects.

Any thoughts?
