Mobile Device Connection Disabled

I'm having problems syncing my smartphone. At first it was I was getting a
error code. It seemed that there were two different names for my PC.
Therefore I deleted one but it still didn't work. Then I deleted the other
and tried syncing again. How it says connection disabled. When I go into
mobile device center and turn on allow USB connections, the selection is not
saved. I'm logged in as administrator also. I'm about ready to seem this PC
back and get XP. Please help, there's no error on device manager either.
