I want to send a message to my friends cell phone but hes worried it will
cost him extra even though he has free texting.

Is this true?

Hello,

Receiving SMS can be free or paid for, depending on what plan you are using
under your provider.

If your friend has a plan that allows him to receive SMS for no charge, all
messages you send will be sent to him at no charge. Else, any company can
just flood his phone with messages expecting to get easy revenues.

Greetings,

Most (obviously I'm sure there's exceptions that I don't know about) MSN Mobile partners let
you receive texts from Messenger for free. In some cases (say in the UK locale), the user
sending the text from Messenger has to pay.
