More detailed error report for 0x8007020 required or a solution

I have had the usual error 0x8007020 that is usually easily solved and the
update KB938464 still refuses to install.

I have attempted the following:
* Removing Avast Home from my system
* Stopping all non-Windows services with msconfig, and rebooting.
* Stopping the Windows Defender, and Windows Firewall Service
* Installing the Update under Safe Mode with Networking only to find Windows
Update does not work under Safe Mode, which is ironic seeing as the advise
came from the Microsoft website.

If I can get a more detailed error report from Windows Update that told me
what the conflict was this would be very easy to fix. Is this even possible?
